Well, Garp kind ignores it like he ignores everything else in his life that might be problematic to address. Like his son being an international criminal, his go-to nannies being career criminals, and most of his drinking buddies being wanted criminals. Garp will train his recruits and teach them how to spot the real bad guys and also how to act dumb as a brick when their superiors ask how those tricky pirates managed to escape custody. Also Garp will talk your ears off about his “cute little grandsons” and how they “take after their mother and their grandpa!” without actually providing substantial information. So there’s that.
Dragon doesn’t actually learn about where Luffy got to after the Grey Terminal Fire until Sabo runs into Ace and Luffy on his first independent mission. Dragon shows up on the Anarchy looking for his protege and gets smacked in the face by the son he hasn’t laid eyes on since Luffy was two. Riot glares at Dragon and promptly snatches Luffy up because “hell no you deadbeat this is my kid now you had your chance and blew it on the slow motion dissolution of the established social order”. Luffy doesn’t really care about who Dragon is because “he doesn’t need a Dad he has niichan!”
Behind his cowl Dragon looks increasingly more woebegone as Sabo is somewhat forcibly informed that his name is now Portgas D Sabo and “mom had blonde hair trust me it all makes sense”. Still, Luffy is happy and healthy and impressively strong and has a remarkable tendency to walk into any situation only to spark of the fires of revolution. Dragon is actually fine with this. This was the whole point of letting Garp raise Luffy. No one is supposed to know that Dragon has a son.
Somewhere in the afterlife, Portgas D Rouge is laughing at them all because look at her boy go! You tell them off, son! Adopt all the abandoned babies with the Will of D! So in short Garp and Dragon can pout all they like but ASL belong to Riot now, he’s put his name on them and everything.

But that aside Sabo will reunite with Ace and Luffy during his first real mission for the Revolutionaries. During which Luffy will be in danger, Ace almost gets killed, and Sabo goes on a berserker rampage to save them both. Then it’s coma time for Sabo, so Ace and Luffy kidnap a Revolutionary. It’s all ASL shenanigans from there on.
