No one knew that her actions would result in Naruto losing control.
Naruto tapping into Kurama’s power was actually to the benefit of the village in the long run, because it triggered the events which led to Naruto meeting Minato.
All she wanted to do in the moment was to help, save and protect Naruto in whatever way she could, and it’s what she wanted to do. That’s not a bad thing.
