I haven’t read that one in a while, so I can’t give specifics, but I answered a similar question a little while ago and the summary is basically that Shikako is going to be suspicious of people she can immediately pinpoint as ‘being out of place’. Because they’ll cause ripples and that puts all her knowledge and information into question. And also because she’s in a very precarious position of knowing a lot of secrets but not being able to stop the people responsible just yet.
